Yes, I can see Host and Services graph in Nagios XI, but not getting both graphs in same window.

Also is it possible to download the graph in PDF format ?

Yes, I can see Host and Services graph in Nagios XI. But unable to see all hosts and Services graphs in one page.

Also is it possible to create one account and provide separate page for the user for only viewing the performance graphs. The user should only have privilege to view graph.

Depending on the XI version you are using, yes - graphs can be downloaded as PDF.

Regarding the read-only graph user, I don't think this will be possible as you describe it. Any user that has permissions to view a graph will have permissions to view other areas of the interface as well. This would likely need to be done as custom development.
