That guide you used is just for the Linux monitoring agent, it is not for installing Nagios XI.
If it is Nagios XI you want to install, then 1st use a supported OS (as lmiltchev described earlier) then refer to this doc:

so,
After I install on my ubuntu machine, the below are the last lines that the terminal shows
and as of now I do not have access to the "172.25.128.3"
so I have the following questions:
1. could I not monitor this Ubuntu system using the web interface
2. and how do I login to the web interface
when I type "http://127.0.0.1/nagiosxi" in the url I get "The site can't be reached"
please advice on how to proceed

I just carefully read your post and I now understand that nagios XI is not supported for ubuntu
that' the point I missed.
so having taken that, though I installed the NRPE agent , I would not be able to monitor anything as my server is not installed yet.
so I will have to get back to my first post in this section and get onto installing nagios XI on the CentOS which runs on a vagrant on windows machine
