Your warning and critical values are set at 2, and 20. Since the value returned is 4, it's going to report as a 'WARNING' state. I would raise your thresholds if this is an expected result.

Just to add, the performance counter you are looking at increases over time, it's a counter since the Windows machine last booted.
So once you've reached the threshold, the only way to remove the alert is to reboot the Windows machine.
