Availability Report does not agree with state history

Yes, the legacy and availability report use the data in /usr/local/nagios/var/archives. The state history report just pulls from the state history DB table.

Oh, I was assuming all reporting was coming from the database. So if I want to report back 1 year I need to keep a year's worth of archives...

Correct, you should also look at the settings in Admin > System Config > Performance Settings > Databases as well to verify your retention periods.
