Nagios Core 'not running'- PLEASE HELP

Good morning,
i've been running nagios core 4.0 for over a year very successfully. I recently built a new server and installed core 4.2 as well as NRPE 2.12. Everything was running great until friday when, after a reboot, nagios is not running. nothing on the nagios side changed. the config file check (-v) comes back just fine with no errors or warnings. i can access the web gui and login but the main page shows 'Not Running' and i get the dreaded 'Whoops...' error on each page. I've combed through my config files and cannot find anything wrong. nothing changed in them on friday.

i recently installed and configured TSM on this RHEL7 box but that should have literally zero impact on other services like nagios. Thoughts on what i can check next?

What is the output of getenforce? Maybe SELinux is disrupting it?

For the record, what is TSM?
