Allow all AD users view on all monitors

I have a bunch of AD users I've imported into XI and I want them *all to be able to view *all monitors.

I've tried changed cgi.cfg but it has no effect.
authorized_for_all_hosts=*
authorized_for_all_services=*

How do I do this for AD users?
