Bulk change passive checks to active checks

I have a few users who don't understand the concept of disabling notifications temporarily and they change the active checks to passive checks. Is there a method I can use to change these all back to active checks without hitting and enabling active checks within each host and service?

You can probably set "active checks" = "enabled" in bulk via the "Bulk Modifications Tool" ("Change a Single Config Option"->Active check enabled = on->Select Hosts/Services->Save Changes"->Apply Configuration).
