Yes I followed every step of that document. Its possible I may have entered something different for the end point cylinder(start point I left at default 64). The end point cylinder(print screen before I added partition sda2 was 1306). Rather than keep the default for the end point (64 -2610 I believe) I thought I entered 1306. But when I do the
fdisk /dev/sda command I see the end point for /sda2 is 1959. Could this be the reason I see a 13GIG partition?

Definitely sounds like the wrong ending cylinder. I would double-check, post screenshots if you are unsure of what values to use and we can help out.

I added 3 files. 1 shows what the partition looked like while the partition was at 10GIG. another one shows a print screen of the partition after I expanded the disk to 20GIG. The last one shows the output from the df -h command (displays a 13GIG partition).

Thanks for looking at this and let me know what you think I should do? It appears we are in good shape with this at 13GIG but of course would like to use the entire 20GIG partition.

Something isn't adding up with the screenshots and 10G vs 20G, but the cylinder counts look right.

In general, if you can get away with at least 100G for a drive that would be ideal, since your 20G probably will fill up again and you will just need to expand once more.

The df -h command is showing this as a 13gig
Partition though correct?

Most likely if you follow the document again, but this time use the defaults fort the start and end point your problem should be resolved and all the space will be used.
