Best and Free Nagios Core Dashboard UI

I know you specified "free" as a criteria, but it's honestly worth looking into Nagios XI if you are having non-technical people use it, especially if they need to make configuration changes:

We can't officially provide support for third-party UIs, but we definitely can provide support for Nagios XI.

As stated above, Core comes with a webinterface that already does quite e few things. You can add on nagiosgraph.
