Stalking options with SNMP trap monitoring

We are running XI 2014R1.3. We have enabled SNMP trap monitoring on it. We want to log all status change from the SNMP traps. We have enable all stalking option (C,W,O,U). We found that every non-ok status changes can be logged, but it doesn't log all status changes for OK status. Only the first OK status change can be logged. Is it the normal behavior for the stalking option on OK status?

You should see those state changes in the Event Log, do you see them there?
If you are running the State History report, it will only show you state changes and since the state stays the same, you will only see the first one.
