For some reason, the permission for the files in the /usr/local/nagiosxi/tmp/ are not writable by the nagios user and that looks like that is causing the error.
Login as root to the server and run the following command and post the output here

umask
su nagios
umask

Then, lets delete the dashlets with the wrong permissions and see if you can upload it after removing them/
Run the following as root

rm /usr/local/nagiosxi/tmp/d*

After removing them, try and upload the dashlet again and let us know if it works.
