It just depends on when the devs have time to prep an offline. I did ask the devs about 5.4.2 before and they thought it would happen, but it isn't going to happen.
In the past, the offline releases have been varied:
5.3.3 came out on 11/21/2016 and 5.4.0 came out on 1/13/2017.
5.2.7 came out on 5/6/2016 and 5.2.9 came out on 6/22/2016.
On the other hand, 5.2.0 came out on 10/13/2015 and 5.2.7 didn't come out until 5/6/2016, as already mentioned.

since we actually bought the licens for XI - it would be nice at least to know when to expect the next offline version. could you please go back to the devs or product owner/manager and ask.

The dev manager is out today and it seems he's the one that makes the decisions about offline installs. I know he's the one that actually packages the offline installs.
It would be great if we had an offline for every release. Unfortunately, that's not how it works right now.
I know this request has been made before, but it seems a formal feature request has never been made, so I made one. It's FR #11359. If you'd ever like to check on the status of offlines being upgraded to every-release status, please reference that task id.
As far as whether 5.4.3 will get an offline, I'd say just check back early next week, after 5.4.3 is actually out.
