It looks like there is a proxy server setup of your system and there are some settings that have to be done to get Nagios to function with a proxy.
Take a look at this KB article and see if that fixes your issue.

The no_proxy setting in the /etc/wgetrc file should fix the error.

Resolved by the KB. I did not put in the no_proxy=Localhost.
