I need to add a new user to all Services and Hosts so they receive notifications.
Is there a way to do this without going into each host/service and adding them?

Is the Bulk Modification Tool a feature you have to pay more for? I believe we do not have the full blown version more a stripped down version.

The Bulk Mod Tool is an Enterprise feature. Templates are the way to go. You'll find them below Alerting and above Commands at http://YOURSERVER/nagiosxi/includes/com ... -index.php
On top of the PDF I sent you at 11:22 US Central, you'll also want to take a look at https://support.nagios.com/kb/article.php?id=539 The screenshots used in that KB are from an older version, but are still valid. I don't know what version you're on anyway, so it might look perfect to you.
