We are testing xi. I have setup a new user (not an admin) and I am unable to find how to allow this user to see specific hosts and services. I have checked and the notification information is correct but that does not seem to matter towards what the user can see in the web console.

When you make a new user account, there is an option in the Security settings part which reads: "Can see all hosts and services". If you activate this, the user should be able to view hosts and services.
Or do you want some of the hosts/services to be invisible for the new user?

If you don't want this new user to be able to see all of the hosts/services (but just some of them), you can assign this user as a contact to particular hosts/services.
You can do this via the Core Config Manager->Monitoring->Hosts(or Services)->Modify Action button->Alert Settings tab->Contacts(Modify). Save. Apply Configuration.
