How is the license being updated in an offline environment

Just a question.

looking at the technical paper on "activating your license", it did not mentioned how the license will be updated?

How the license will be updated in the 2 scenarios below if there is no Internet access for the system? Thanks.

Scenario 1: new activation.

Scenario 2: renewal of Nagios XI.
