Read-only users to perform a force immediate check

Hi,

is it possible to setup a user with read-only check and is able to perform a force immediate check in the quick actions?

i had experimented with the user by finally giving all options but sticking to the authorization level as "user". Still i could not see the available actions.

this kind of defeats the purpose of a read only account. further permissions other than just 'user' need to be added though. IIRC, it's 'can control all objects' that allows the permission for this.
