There a way to filter only schedule maintenance by the URL or I have to use the search box ?

other options you can add on include reportperiod, startdate, and enddate.

What level of permission a user need to be able to access to eventlog ?

Just "Can see/control monitoring engine:" but if the user can't see all of the objects, they may not be able to see *everything*.
