How to setup custom alerts

I have a Windows service we are monitoring and I am looking to setup a custom alert. I want to send an email alert if it is before 3:30 am and after 7:00 am. Between the hours of 3:30 am and 7:00 am I want to send a SMS alert if this service stops. Is this possible?
