With recurring downtime I get double entries for a service and host.
Acknowledgements and Comments
By gts at 2018-05-02 10:56:14
This host has been scheduled for fixed downtime from 05-03-2018 01:45:00 to 05-03-2018 03:00:00. Notifications for the host will not be sent out during that time period. Delete

What version of Nagios XI are you on?
Could you post or PM me a few files from your XI server?
Also, what are the permissions on the cfg file?

XI Home Page --> Click "Admin" --> Under System Config click "System Profile" --> Click "Download Profile"
Then you can attach or PM me the profile
