Hi,
I'm using Nagios XI version 5.4.12
I have add a user contact to 2 services.
When I login with this user, I can see those 2 services.
But I cannot create a scheduled downtime. I don't see any service in the pull down menu!

This is definitely a bug... It seems like that the list with services wouldn't populate unless the contact is added to the host. I filed an internal bug report on the issue (task_id=13374). The issue will be fixed in the next release of Nagios XI. For the time being, the only "workaround" would be to add this contact to the host. In this case however, your contact will be able to schedule downtime for all services on the host.
