With Dashboards you can define the background color.
If you change the Home Page background color it does not appear when you look at the Home Page from the Home tab. Problem occurrs in IE or FF.

I can confirm this result, but I have to verify if this is by design, or a bug... I'll get back to you once I have verified with the developers.
