Apply Configuration - error

i run sudo su -
and then ./reconfigure_nagios.sh
but problem is still the same as in previous screenshot.
user root is not allowed to execute '/usr/local/nagiosxi/scripts/reset_config_perms.sh as a root on xxxx...
what kind of problem is it ?

I've never seen an error saying root isn't allowed to execute as root.....

Can you show the output of the following
