I recently installed Arbian Buster on an Odroid4xu. Prior to this new install, I had a very extensive nagios coore 4 install that worked perfectly. I also run pi-Hole so on the old install, I had to change the port that nagios was available on.
I have edited /etc/apache2/ports.conf and commented out Listen 80 and added Listen 8334
I have changed the virtual host in /etc/apache2/sites-enabled/000-default.conf to:
