nagios is sending notifications when it should not

i am having an issue where i have nagios configured to send notifications to only one user, however nagios is sending the notification to 3 users. i have chacked the monitors and I see the correct user to notify. i checked the config file and it was correct. I deleted and rewrote the config files and restarted nagios and I am still seeing this issue. I had the same issue a few weeks ago and that seemed to be an issue that the config files did not match the database.

This might be a problem with inheritance. Can you download a system profile and PM it to me? I will check it out and see if I can track it down. Admin -> System Profile -> Download Profile.

Also if you can give me a rough time when the last time this happened was, that would help out a lot.
