Hi,
So when we built our Nagios XI server, we built local on laptop VMWare Workstation so we had at that time internet access. We have since exported the virt as ova placed into our environment that is steal off from the internet.
I have grabbed nagiosxi-5.7.2-2.el7.x86_64.tar.gz, but when I run upgrade I get error that 5.6 packager doesn't match or can't instant because they don't match.
Is there anyway around this? Also, how does one get all the agents so that we have them, again, behind a firewall with no access. ( Like a DoD site ).

You perhaps would be well served to review the vendor guide for "offline installs" (also apparently relevant for upgrades).

My recommendation would be to setup a new monitoring server using the offline version that matches your current version

Then use the following procedure to restore your current settings and configuration on the new server

Then, upgrade using the latest offline tarball
