This may seem like a dumb question but did you change the password as one of the things you changed while editing the user?
If I just edit a user and change something (other than the password), then check those boxes like you did and click Update User no email is sent. If I actually change the password and then do that, an email IS sent.
I think it'll only work if you change the password for the notification.

turns out, that's a dumb idea. one must put a password in that password box otherwise, nothing doing.

my assumption was that the "Email User New Password" option was actually the "Email User A Randomly Generated Password, Not the String You Put in those Boxes Up There" option. #KMN

It happens, I've submitted a feature request to development to make that more clear or make the functionality work:
FR: XI - Edit User - Email User New Password - When you have that checked but don't enter in a password it should send a randomly generated password on Save OR just make the Email User New Password checkbox not show up unless you've typed in the password box
