Let's first make sure you have optimized the PHP settings on this server. Please follow the steps in the kb article below and be sure to restart the Apache service after making any changes.

Nagios XI - Optimizing The PHP Settings File

If that does not resolve the error, can you tail the Apache log, load the page and post the output to the thread.
