NCPA on Mac - Listeners won't stay running

Latest version of NCPA for Mac - Catalina 10.15.7

Install run as sudo zsh etc..
All prompts come back done

listener and passive come up as "cannot be opened because the developer cannot be verified"

System Preferences - security and Privacy - Allow anyway - still won't start or stay running in activity monitor

have tried on 2 different Macs

You will need to disable SIP on Catalina to be able to use NCPA on it because of this:
