Recommended values for /etc/sysctl.conf

I found recommended value for "kernel.msgmnb", "kernel.msgmax" ,"kernel.shmmax" and "kernel.shmall" from below URL.
Please let me know whether is it OK to change them and whether these value should be changed depend on resource spec.
