Nagios API system/scheduleddowntime permissions

G 'Day Support,

Can only an Admin user schedule downtime via the API system/scheduleddowntime ?
Is that by design?
How would different teams utilize automated scripted based system scheduling for their own downtimes?
Wouldn't giving different teams an Admin apikey they don't own be a security risk?
Is this documented any where?

Admins are the only ones that can schedule downtime. A feature request to allow users to submit downtime exists and I'll add your info to the request.
