While the configurations are similar, and this could be sync periodically between the two systems, all the additional data (i.e. user accounts, options, performance graphs, .etc.) contained in Nagios XI would not.

Nagios XI How To Achieve High Availability
The Nagios XI license does allow for a backup server. Although this would not be high availability, backing up the production and restoring this to the backup server periodically is recommended to safeguard against any disruptions.
