There are two routes you can take:
1. Setup the email-to-phone-number for those carriers via Admin => Mobile Carriers. You'll have to look this up from each carrier's site.
2. Use Twilio which is a pay-per-text service, and can be enabled via Admin => Manage Components. More on that in this document

How to configure nagios to send notifications by mobile devices for telcel, movistar, att & t networks, I am satisfied that it works for some of those telephone companies

1. Go to Admin => Mobile Carriers
2. Add the following line to the blank row of text boxes near the bottom of the page:
First row:
telcel
Telcel
%number%@itelcel.com
Second row:
movistar
Movistar
%number%@correo.movistar.net
3. Click the Update Settings button.
You should now be able to go into your profile, enable notifications, add your phone number and carrier, and enable SMS notifications.
Note: This depends on email notifications working (sendmail OR SMTP - see Admin => Email Settings).
Let me know if you run into any problems.

I have it configured as snmtp for email notifications I am waiting for the verification message by SMS but it does not reach any of my telephone companies, I realized what you asked me to do.

I have followed your steps correctly at the time of receiving a verification code I received an email with the following message
Within the attachments I get the messages that supposedly would reach the corresponding phone

Hi
It looks like itelcel.com does not accept emails as SMS messages.
To test this please send an email from your email client (gmail, outlook, etc) to that phone number and
see if it is received or returned with the 550 email error code.
Please let me know what you find out.

You can try this one:
If that doesn't work you'd need to reach out to itelcel and ask them as only they will know this and if that email to SMS service is active on that account.
