Nagios always paging HOST UP when service pages down/up

I've got an issue with Nagios since an upgrade that is causing it to page for host up every time a service on that host alerts for down/recovery. Any insight on what I should be looking for that would create this sort of problem?

Could you explain a little further? So your Hosts are showing they are up when a service goes down?
