Confused about notification behavior

I'm a bit confused by the notification behavior of my Nagios server over the weekend. I'm monitoring a host, hillsbor-svr-ev which has a single service check, WEB_SERVICE. This image from the event log displays the error(?):

The server went down, the service check went into an immediate HARD CRITICAL state, yet I received no service notifications. The host rebooted and came back up before the host check went into a HARD state. I wouldn't expect a host notification since that check had not yet gone into a HARD state. Is it normal for HARD service check failures caused by SOFT host check failures to not send notifications?
