Having an issue upgrading RPM install through dnf update

The suggestion has been floating around here that we work with natively packaged versions of pip modules, perl modules, etc., as a way to remove some of these external dependencies, since a lot of distros pre-package them, and it has the potential to speed up install times. I'll write up a formal issue to suggest that, since this can clearly cause customer problems.
