NCPA v3.1.1 changelog

Can you please provide the changelog, and perhaps be a little more mindful of publishing the changelogs at the time of release?

Hi @kerryball, thanks for reaching out.

The latest release of NCPA is version 3.1.0. The changelog can be found here. I wasn't able to find a download for a v3.1.1 on any of our sites - can you point me to where you're seeing that?
