For Example

Production

Web Servers
DB Servers

If you need to create/manage your service groups, you can do this via the Core Config Manager->Monitoring->Services Groups. Is this what you are looking for, or I misunderstood your question?

Apologies I was not clear I want to create sub groups under top level Service Groups

I wonder if BPI might be what you're looking for?

Business Process Intelligence can incorporate host & servicegroups in XI 2012 enterprise, and might be just what yer after.

Maybe I'm not quite understanding your need, but it's worth looking into. BPI is in the Home menu, under the Details section.

You can add service groups to service groups.

In addition to service groups, BPI would be a good way to go about this. Through the creation of BPI groups you can order services and hosts under customized areas within the BPI engine, it should be installed with your system as was pointed out in the above post. Here is a bit of documentation to go along with it:
