Allow use of ARGn macros in Extended Actions and Notes URIs

As described in my post about using ARGn macros in the Extended Notes and Actions URI fields, it would be very useful to be able to reference the ARGn macros in custom Extended Notes and Actions to refer to the arguments passed to the monitored service.

Another potentially useful feature would be nested macro definitions - for example, I could define a service named servicex, and on host HOSTX I had defined an IP address for servicex on that host in the custom variable _servicex, then, in the definition of a template for servicex, where the SERVICEDESC=servicex, I could refer to this variable with the on-demand macro $_$HOSTNAME$:$SERVICEDESC$$.

This ensures that the correct people will see the request.
