Are you adding these services through the Core Config Manager or trying to change the services.cfg file by hand? The services should be created properly when added through the CCM, to manually edit the config files by hand you will need to place them in the static directory.

working via CCM.
There are 2 issues:
1. Service check not available via Service Group config
2. If service check assigned to service group, service check not displayed

You can add services to service groups two ways:

Depending on how you do it, the members might not show up under "Assigned" (if added the "other way").
In the upcoming R1.7 release, the members would show up "grayed out" in the list under "Service Group Management" if they have been added under the "Service Management" instead.
You can still see all of the members under the "Home->Servicegroup Grid", correct?

Also, as described in screen shots above, I am only able to assign services to service group. I am unable to assign service group to service. Services shown as created and assigned to service group do not appear on service group screen.

It appears as though you do not have permission to view information for any of the hosts you requested...
If you believe this is an error, check the HTTP server authentication requirements for accessing this CGI

I can see that you are logged in in the CCM as "nagiosadmin" but are you logged in the Nagios XI Web interface also as "nagiosadmin" or as a different user?

Logged in as nagios admin - can view host group grid just fine and have all security settings (aside from read-only access) enabled via user config.

Please close and lock this thread as it has snowballed into several topics.
Regarding services not appearing in service groups, it appears that is by design. Once service was added to host, service appeared in service group config.
I confused service with service template and was attempting service -> service group -> host group when I should have been attempting service template -> service group -> host group.
I will create new topic to troubleshoot servicegroup grid issue.
