Can we export Bandwidth utilization graph in .csv format ?

You should be able to go to Reports > Bandwidth Usage > Select the desired system and port > Click the CSV button on the top right hand corner.

Do you see the "Bandwidth Usage Report" component listed, when you go to: Admin->Manage Components? What is the version number?
Can you also show the apache error log?
Have you run the Network Switch / Router Wizard at least once?
