Multiple Check Settings/Period

Is it possible to configure the check settings for a host as such that the check interval and max check attempts can be set to 1min/attempt during business hours and 5mins/attempts after hours?

Yes. You can use templating to do so. Create 2 service templates with the 2 different check settings you want. Create 2 timeperiods definitions and set them up on each service templates' check period. Then add the templates to the service. Any of the options you want to inherit from the templates should be set to "skip" on the service.
