I know there is service and host notification but is it possible when you have whole network outages that it won't spam you with mail are sms.

Are you using parent\child relationships? If not, they should provide the functionality you are looking for. Such that if you are monitoring a remote network and the firewall goes down, if all other remote devices are at least a child to that firewall you should only see alerts for the firewall.
