I notice in NRDS_Win debug log you have specified Https://. It looks like the associated error is due to SSL. Have you enabled SSL on Nagios?

Yes we do have SSL enabled on the nagios server..from a browser I can successfully navigate to the URL and pull the NRDP web page

While you can click ignore certificate errors when you visit from a browser, NRDS_Win will fail if it doesn't recognize the SSL Cert. I'll add an option to ignore certificate errors.
