Maybe as workaround you could, untill the issue gets solved, configure a ping service for all hosts?

Hosts without services will not be displayed in any of the services pages or dashboards, though they should show up in the host pages.
EDIT: Are the contacts that are having an issue set up as contacts for all the hosts in the hostgroup in question?

For me, for devices without services, I added a dummy service that never checks anything to that hostgroup. That way those hosts do show up. Something similar to the suggestion of adding a ping service. I prefer my method as it doesn't actually add another process and I prefer my ping checks to be on the host itself.

I think it pertains to how the objects are handled. This is an issue with the cgis as well. May be worth filing a bug report, but I am unsure if it is WAI and I wont be able to find out for a week or two as the core devs are all out of the office.
