To be blunt - no, not for everything you listed. I know there is a
specific problem with the nagios_service_contactgroups table; I do not
know clearing all the other tables you listed will fix any issues or
in fact whether it will introduce new ones.

I will look through the tables to see if I can see any others affected
in the same way as the contactgroups table, though, and include those
in a new patch.
