Creating Reports for User account

Greetings --

I have created a new user with the default USER privileges and no other "check box" privileges. I have created the contacts for the relevant host and services.
This User is able to view the relevant host and services but can not create reports for these hosts and services.
I only want this User to view the associated host/services and create the relevant reports.
Is there something I am missing as far as configuration for this User or host/services configuration or is the ability not available?

Can you post screenshots of what the report screens look like when this user logs in? They should be able to run reports for all hosts and services they see in the current status screen.
