Unfortunately, no. When I set up nagios on an nginx box about a year ago, that is exactly what I had to do. I could not get nginx to play well with auth and the cgis. There's a breakthrough - i've managed nagios to work with nginx.
If you install it from source as described here: http://www.geekpeek.net/nagios-core-4-0-0-install/
it works without apache (with the same nginx configs from my first post)
So the thread could be closed.

Resolution was to use nagios 4.0.0 from source instead of 3.5.1 from yum...
