is there a way to setup a dashboard with a certain user and have other users see that dashboard without logging in to the specific user that created the dashboard?

You can use the Deploy Dashboard feature of Nagios XI if you have enterprise edition, or it's trial. Create the dashboard then select Deploy Dashboard from the Dashboards page.
