Hello,
Can nagios be configured to monitor a website for any content change? I am not looking for when specific text exists or not, I am looking for when the page changed at all so that we can be notified and an analyst can review.

Are you taking about actual HTML/PHP/CSS? Sure, you can monitor a file for changes. We can help you find some plugins or solutions as well if that is what you are looking for.
